(5) Secretary The term “Secretary concerned” means— (A) the Secretary of the Interior, with respect to matters under the jurisdiction of the Department of the Interior; and (B) the Secretary of Agriculture, with respect to matters under the jurisdiction of the Department of Agriculture.
