The Office of the
Secretary of State publishes all Chapters on white paper (Supp. 01-2). This
Chapter contains rules which were adopted under exemptions from the provisions
of the Administrative Procedure Act (A.R.S. Title 41, Chapter 6) pursuant to
A.R.S. §
49-968.
Exemption from A.R.S. Title 41, Chapter 6 means that the Department of
Environmental Quality did not submit these rules to the Governor's Regulatory
Review Council for review; the Department did not submit notice of proposed
rulemaking to the Secretary of State for publication in the Arizona
Administrative Register; the Department was not required to hold public
hearings on these rules; and the Attorney General did not certify these rules.
Chapter 17, consisting of Article 1, Sections R18-17-101 and R18-17-102,
adopted by exempt rulemaking at 5 A.A.R. 3707, effective September 17, 1999
(Supp. 99-3).
