Cal. Code Regs. Tit. 11, § 2141 - Provisional Licenses
(a) A
provisional license is held subject to the same conditions, restrictions, and
limitations on the authorization granted by the predecessor annual or
conditional registration.
(b) A
provisional license is held subject to all terms and conditions under which a
state gambling license is held pursuant to the Act.
(c) A provisional license creates no vested
right to the issuance of a state gambling license.
