Cal. Code Regs. Tit. 13, § 1153 - Safe Stopping and Parking Places
(a) General: Only vehicles authorized by the owners or managers of safe stopping places or safe parking places
shall be permitted access to such locations. Except for the State of California commercial vehicle enforcement facilities, inspection facilities, or
platform scales, use of safe stopping places or safe parking places may be subject to safety requirements and restrictions imposed by local fire
officials.
(b) Locations: Except for being directed by any member of the California Highway Patrol, other
peace officers, or official transportation authorities, the required inspection stops, inspection stops, safe stopping places, and safe parking
places along explosives routes are designated in the following list.
