Cal. Code Regs. Tit. 13, § 645 - White Light to Rear
White light which is emitted to the rear of a vehicle from the lens of any lamp other than a backup lamp shall not exceed 7.75 mcd/cm2 (50 mcd/in.2) measured as described in Section 644.
