Cal. Code Regs. Tit. 14, § 15100 - General
(a) Public agencies
shall adopt time limits to govern their implementation of CEQA consistent with
this article.
(b) Public agencies
should carry out their responsibilities for preparing and reviewing EIRs within
a reasonable period of time. The requirement for the preparation of an EIR
should not cause undue delays in the processing of applications for permits or
other entitlements to use.
