Cal. Code Regs. Tit. 2, § 439 - Purpose of Training and Development Assignments
(a) Training and development assignments
shall be designed to provide employees the opportunity to obtain any or a
combination of the following:
(1) Experience
necessary to satisfy the experience component of the minimum qualifications of
the training and development classification and/or gain competencies for the
preferred or desirable qualifications of the training and development
classification.
(2) Broader or more
specialized competencies that will improve the employee's performance in his or
her current position and classification.
(3) Prepare the employee for future
promotion.
(4) Facilitate the
employee's entry into a new occupational or career-related
field.
(b) Where an
employee has been selected for appointment to a deep class by way of a
voluntary transfer and the employee will incur a loss in salary, exceptions to
the application of Department rules and policies related to deep class salaries
is within the authority and discretion of the Department and may include the
temporary use of training and development assignments.
