Cal. Code Regs. Tit. 2, § 599.790 - Paid Educational Leave - Appeal or Review

An employee who believes denial of educational leave was for purposes of harassment or discipline may appeal to the Department. An employee who has been denied education leave on three separate occasions by the appointing authority and has a total accumulation of 75 days or more of unused educational leave may request a review by the Department if the employee feels the request has been unreasonably denied.

Upon receiving a request for such an appeal or review the Department shall investigate the reasons for the denial and may make such recommendations to the appointing authority as it deems appropriate or take any other action permitted by law.
