Cal. Code Regs. Tit. 22, § 51030 - Hearing Officer's Authority
(a) The hearing officer may, on his/her own
motion or the motion of any party, as the hearing officer deems appropriate:
(1) Consolidate for hearing or decision any
number of issues or appeals when the facts and circumstances are similar and no
substantial right of any party will be prejudiced.
(2) Join other parties, grant continuances
and hold additional formal hearings as necessary to dispose of all
issues.
(3) Hear any issue before
any other issue in the proceeding where it is found that the decision on that
issue could abate further proceedings.
(4) Prepare a proposed decision on any
separately heard issue for the Director's signature and postpone hearing on any
remaining issues until a final decision has been issued by the
Director.
