Cal. Code Regs. Tit. 22, § 51170.5 - Primary Care
(a)
"Primary care" means health professional services provided in a continuing
relationship established with an individual or family group in order to
provide:
(1) Surveillance of health
needs.
(2) Access to comprehensive
health care.
(3) Referral to other
health professionals.
(4) Health
counseling and patient education.
(b) Primary care is generally provided by
those health professionals, including nonphysician medical practitioners, whose
practice is predominantly that of general medicine, family practice, internal
medicine, pediatrics, obstetrics or gynecology.
