Cal. Code Regs. Tit. 22, § 76867 - Developmental Program Services-Restraints
(a) Restraints shall only be used as
temporary emergency measures to protect the client from injury to self or
others and only upon a written or telephone order of a physician or clinical
psychologist. Telephone orders shall be recorded immediately in the client's
record and shall be signed by the prescriber within five days. Restraints shall
not be used as punishment, a substitute for more effective programming or for
the convenience of the staff.
(b)
Orders for physical restraints shall be in force for not longer than 12
hours.
(c) There shall be no PRN
(as needed) orders for physical restraints.
(d) The client's record shall include an
entry noting the time of application and removal of restraints, justification
for and authorization of all periods of restraints and signature of the person
applying the restraints.
(e)
Clients shall not be placed in a room that is locked or where the door is held
closed by any means.
(f) No
restraint with locking devices shall be used.
