(a)
Proclamation of Eradication Area. Any portion of the State of California,
within which a certain pest, Huanglongbing (HLB) disease (HLB associated
bacteria
Candidatus Liberibacter asiaticus), is known to exist
or host plants express symptoms of HLB, is hereby proclaimed to be an
eradication area with respect to this disease:
The entire State.
(b) Hosts.
All plants, plant parts and propagative seed (excluding
fruit for consumption) of Aeglopsis chevalieri, Balsamocitrus dawei,
Bergera (=Murraya) koenigii, Calodendrum
capense, X Citroncirus webberi, Citrus madurensis (=X
Citrofortunella microcarpa), Citrus spp.,
Clausena indica, Clausena lansium, Fortunella spp.,
Limonia acidissima, Microcitrus australasica, Murraya spp.,
Poncirus trifoliata, Severinia buxifolia, Swinglea glutinosa, Triphasia
trifolia and Vepris (=Toddalia)
lanceolata.
(c) Means and Methods. The following means
and methods may be used in the eradication and control of HLB within the area:
(1) The application of chemicals to host
plants and parts thereof as often as necessary to affect control of the
disease.
(2) The searching for host
plants showing symptoms of being infected with HLB.
(3) The examination, sampling and laboratory
testing using standard acceptable scientific methods of any suspect host
plants.
(4) The removal and
immediate destruction of diseased hosts listed in (b)
above.
(d) Any nursery
stock of subsection (b) which is regulated under the California Code of
Regulations,
Title 3, Section
3439, HLB Interior Quarantine, and
which does not meet the requirements of subsection
3439(d)
Restrictions, cannot be maintained free from HLB and is declared a public
nuisance under California Food and Agricultural Code Section 5762 and subject
to the provisions of California Food and Agricultural Code Section
5763.
