Cal. Code Regs. Tit. 8, § 3019 - Protection of Spaces Below Hoistways
(a) Hoistways not Extending to the Lowest
Floor of the Building. Where the space below the hoistway is used for a
passageway, or is occupied by persons, or if unoccupied is not permanently
sealed against access, the following requirements shall apply:
(1) Elevator counterweights shall be provided
with safeties conforming to Section
3035.
(2) The cars and counterweights shall be
provided with oil buffers or spring buffers. If spring buffers are used, they
shall be so designed and installed that they will not be fully compressed when
struck by the car with its rated load and by the counterweights at the
following speeds.
(A) Governor tripping speed
where the safety is governor operated.
(B) 125 percent of rated speed where the
safety is not governor operated.
(3)
Car and counterweight buffer
supports shall be of sufficient strength to withstand, without permanent
deformation, the impact resulting from buffer engagement at the following
speeds:
(A) Governor tripping speed
where the safety is governor operated.
(B) 125 percent of rated speed where the
safety is not governor operated.
