Cal. Code Regs. Tit. 8, § 3093.23 - Buffers and Buffer Supports
(a) The
car and counterweight shall be provided with spring buffers so designed and
installed that they will not be fully compressed when struck by car with its
rated load and speed or by the counterweight traveling at 125% of the rated
speed, or at governor tripping speed where a governor-operated safety is
used.
(b) Car and
counterweight-buffer supports shall be of sufficient strength to withstand
without failure the impact resulting from buffer engagement at 125% of the
rated speed, or at governor tripping speed where a governor-operated safety is
used.
