Cal. Code Regs. Tit. 8, § 5149 - Oxygen Deficiency
Except in extreme emergency involving imminent peril to life, employees shall not be permitted to work without approved respiratory equipment where the oxygen content of the air is less than 19 ½ percent by volume (dry basis).
