The rules contained herein are intended to be sufficiently
flexible to allow the eligibility technician to exercise reasonable judgment,
also known as PPP, in executing his/her responsibilities when determining SNAP
eligibility.
In making an eligibility decision, the eligibility technician
should consider whether their judgment is reasonable, based on their experience
with and knowledge of SNAP.
