Fla. Admin. Code Ann. R. 53ER02-26 - Designation of Hearing Officer in Bid Protest
If a bid protest filed in a Lottery procurement is not resolved by mutual agreement within seven days, excluding Saturdays, Sundays, and legal holidays, and if there is no disputed issue of material fact, the Secretary shall designate a Hearing Officer who shall conduct an informal proceeding pursuant to Section 120.57(2), F.S., and Chapter 28, Parts I and III, F.A.C. The qualifications of such Hearing Officer shall be:
