Haw. Code R. § 13-1-32.3 - Discovery
Depositions of witnesses and interrogatories shall not be allowed except upon agreement of the parties. The presiding officer may require parties to file and serve upon all other parties written witness statements and exhibits and to establish a schedule for such filings.
