Haw. Code R. § 13-233-7 - Public parking
As may from time to time be prescribed by the department, no person shall use any public parking area without payment of parking fees and charges and may only park in areas designated by the department. The department may establish such areas by signage as convenient and efficient public use of a small boat harbor may dictate.
