Haw. Code R. § 16-201-3 - Commencement of proceedings
A proceeding shall commence by the filing of a petition for a permitted relief with the authority or hearings officer. Upon the filing of a petition, the authority or hearings officer shall docket the petition and assign a docket number to the petition.
