Haw. Code R. § 16-85-3 - Renewal

All licenses and certificates shall expire on January 31 of the even-numbered year. Before December 1 of the odd-numbered year the board or the board's delegate shall mail to every licensee or certificate holder, except those whose license or certificate has been forfeited, suspended, or revoked, a renewal application to the address of the licensee or certificate holder on record.

Renewal fees paid by mail shall be considered as paid when due if the envelope bears the postmark of January 31 of the even-numbered year or earlier.
