Haw. Code R. § 16-90-3 - Officers and duties

(a) The board shall elect annually from its membership a chairman and a vice chairman, whose term shall be the calendar year. No member may serve more than two terms in one office.

(b) The chairman shall preside at all meetings of the board. In the absence of the chairman, the vice chairman shall preside at meetings and perform all duties usually performed by the chairman.
