Haw. Code R. § 19-104-12 - Special conditions of permit
In addition to the above general conditions, the district engineer may impose special conditions in issuing the permit for, but not limited to, the following:
(1)
Operating speed;
(2) Escort
vehicle;
(3) Police escort;
and
(4) Flagman.
