Haw. Code R. § 19-104-3 - Permits
(a) A permit is required when any person,
firm or corporation proposes to move, over state highways, a vehicle or
combination of vehicles of a size or weight that exceeds the maximum dimensions
or weights established by law.
(b)
Permits may be issued only to those persons, firms or corporations who own and
operate the vehicle or who operate the vehicle under a bona fide rental or
lease agreements.
(c) A permit
issued by the department authorizes the permittee to move or operate upon a
state highway a designated vehicle, vehicle combination or load of a size or
weight in excess of the legal limitations but within such limitations and under
such conditions of operation as may be stipulated in the permit. The right to
use other highways or to move objects not specified in a permit shall not be
implied nor granted and the issuance of a permit does not imply an irrevocable
or unrestricted right to the use of state highways.
(d) Although the statutes provide the
director with the authority to allow, on state highways, the operation of
vehicles exceeding the statutory weight or size limitations, the vesting of
that authority shall not be construed by the owners of the vehicles to mean
that the right to operate the vehicles is guaranteed under the
statutes.
