Haw. Code R. § 19-107-8 - Exception for vehicle recently acquired

The county may register a highway motor vehicle without proof of payment if the person registering the vehicle presents the original bill of sale (or other document evidencing transfer) indicating that the vehicle was purchased by the owner either as new or used vehicle during the preceding sixty days before the date that the county receives the application of registration of that vehicle.
