Haw. Code R. § 19-14-1 - Purpose

The purpose of this chapter is to insure the safe and convenient access and use of, public air travel facilities compatible with the general welfare of the people of this State. Accordingly, the intent of this chapter is to harmonize and coordinate public laws which affect the operation, maintenance, and use of public airports, and to promote and establish standards which are conducive to the attainment of the above-mentioned purpose.

This chapter shall be applicable to all public airports.
