Haw. Code R. § 19-26.1-7 - Litter
A person conducting a permitted activity shall maintain the area of activity in a safe and clean condition. Any sign, flag, banner, literature, flower, flower petal, container, or other material used in connection with the activity conducted shall be scrupulously removed by that person from the airport premises upon completion of the activity.
