Ill. Admin. Code tit. 35, § 720.120 - Rulemaking
a) Any person may
petition the Board to adopt as State regulations rules that are identical in
substance with newly-adopted federal amendments or regulations. The petition
must take the form of a proposal for rulemaking pursuant to 35 Ill. Adm. Code
102. The proposal must include a listing of all amendments to 40 CFR 260
through 268, 273, or 279 that have been made since the last preceding amendment
or proposal to amend 35 Ill. Adm. Code 720 through 728, 733, or 739, pursuant
to Section 22.4(a) of the Environmental Protection Act.
b) Any person may petition the Board to adopt
amendments or additional regulations not identical in substance with federal
regulations. Such proposal must conform to 35 Ill. Adm. Code 102 and Section
22.4(b) or 22.4(c) and Title VII of the Environmental Protection Act.
