Ill. Admin. Code tit. 8, § 257.70 - General Class Permits for Central Distribution Facilities
a) There shall be an agrichemical facility
general class permit available for issuance by the Department to an owner or
operator of a central distribution facility. In addition to completed
application forms available from the Department, a submittal for an
agrichemical facility general class permit shall include a location area map, a
detailed plot plan of the facility, engineering plans of the containment
structures, and any additional information the applicant or the Department
deems necessary to fully describe the project.
b) All filled mini-bulks and packaged goods
at a central distribution facility shall be warehoused in a designated
secondary containment structure on a surface with a hydraulic conductivity not
to exceed 1 X 10-6 cm/sec constructed and
10-5 cm/sec maintained. The surface shall be
constructed of an impervious material compatible with the products being stored
and capable of being properly decontaminated. There shall not be penetrations
in the floor and all existing floor drains shall be sealed with a non-shrink
grout.
c) The designated secondary
containment structure shall include a minimum of a four (4)-inch curb or other
flow-diverting structure or system to allow for the interception and retention
of spilled materials within the secondary containment area. The minimum four
(4)-inch curb or other flow-diverting structure or system shall completely
surround the designated secondary containment structure.
