AUTHORITY: Implementing the Illinois State Collection Act of 1986 (Ill. Rev. Stat. 1986 Supp., ch. 15, par. 151 et seq.) and authorized by Section 21 of the State Comptroller Act (Ill. Rev. Stat. 1985, ch. 15, par. 221).
