Sec. 12.
Written policy, procedure, and practice provide that all juveniles have access to a variety of indoor and outdoor recreational activities, as weather and conditions permit. Each facility has:
(1) fixed and movable recreation equipment;
and
(2) adequate indoor and outdoor
recreation and activity space.
