Iowa Admin. Code r. 199-20.8 - Safety
(1)
Protective measures. Each utility shall exercise reasonable
care to reduce those hazards inherent in connection with its utility service
and to which its employees, its customers, and the general public may be
subjected and shall adopt and execute a safety program designed to protect the
public and fitted to the size and type of its operations. A utility shall
include in its safety program procedures for notifying the board and the public
of an incident involving a component of a wind turbine, solar facility, storage
facility, or any other generating facility where the incident has resulted in
damage to adjacent property or members of the public.

Accident investigation and
prevention. The utility shall give reasonable assistance to the board
in the investigation of the cause of accidents and in the determination of
suitable means of preventing accidents.
(3)
Reportable accidents.
Each utility shall maintain a summary of all reportable accidents, as defined
in 199-25.5 (476,478), arising from
its operations.
(4)
Grounding of secondary distribution system. Unless otherwise
specified by the board, each utility shall comply with, and shall encourage its
customers to comply with, the applicable provisions of the acceptable standards
listed in 20.5(2) for the grounding of secondary circuits and equipment.
Ground connections should be tested for resistance at the time of installation. The utility shall keep a record of all ground resistance measurements.
The utility shall establish a program of inspection so that all artificial grounds installed by it shall be inspected within reasonable periods of time.
