Kan. Admin. Regs. § 36-28-1 - Service brakes, second towed vehicles
When a combination of three (3) vehicles are connected by means of a tow bar mechanism, the second towed vehicle of the combination shall be equipped with service brakes acting on at least one (1) axle and shall be compatible to the equipment on the towing vehicle.
