10-144 C.M.R. ch. 2, § 1.10 - Allocation
A. The allocation of Community Services Block
Grant funds shall be distributed as follows:
1. At least 90% shall be passed through to
designated community action agencies.
a.
Fifty percent (50%) of the amount passed through shall be divided equally among
all designated agencies. If two designated agencies combine into one designated
agency, they shall be treated as two designated agencies for the first year for
the purpose of this subsection (a).
b. Fifty percent (50%) of the amount passed
through shall be divided among all designated agencies based on each agency's
percentage of the State's low-income households.
2. Five percent (5%) shall be retained by the
Division for administrative expenses at the State level.
3. Up to 5% shall be set aside by the
Division for a discretionary fund. This fund may be:
a. Retained by the Division for special
projects or training;
b. Awarded to
organizations or agencies which submit successful proposals in response to the
Division's Request for Proposals; or
c. Used for any other lawful
purpose.
B.
Any funds which are transferred to the Community Services Block Grant shall be
distributed in an equitable manner to be established by the Division with 20%
being divided equally among all designated agencies.
