10-144 C.M.R. ch. 24, § 1 - INTRODUCTION

In 2003, pursuant to P.L. 2003 c. 689, the 121^st Legislature created a new Department of Health and Human Services (hereafter, "the Department"), charged with the mission of providing health and human services to the people of Maine. 22-A M.R.S.A. §101 et seq. The Department is the successor in every way to the powers, duties and functions that were formerly assigned to the Department of Human Services (DHS) pursuant to 22 M.R.S.A. §1 et seq., and to the Department of Behavioral and Developmental Services (BDS) pursuant to 34-B M.R.S.A. §1001 et seq.

This rule establishes the Department's policies governing its purchase of services. It repeals and replaces the following rules:
