14-118 C.M.R. ch. 3, § 02 - REASONS FOR REQUEST-FOR-PROPOSALS

A. The Office reserves the right to seek proposals for the provision of services when one or more of the following conditions exist:
1. The Office has new funds to allocate.
2. The Office is required to do so by law, policy or standard.
3. The Office has determined that it is desirable to purchase a service that is not currently being provided.
4. The Office has determined that it is in the best interest of the clients to seek another service provider
5. The Office has determined that the service cost is higher than the levels established by the Office and/or the potential exists for purchasing the desired service at a lower cost.
6. The Office has determined that an agency with which it has a contractual agreement is unable or unwilling to comply with the terms of the contract and/or performance standards.
7. The Office has determined the quality of the existing service does not meet acceptable standards.
