Toxic compounds may not be discharged in amounts that may cause toxic impacts on aquatic organisms or effect human health. This rule sets forth effluent monitoring requirements and procedures to establish safe levels for the discharge of toxic pollutants such that existing and designated uses of surface waters are maintained and protected and narrative and numeric water quality criteria are met.
