Included are (1) specifications of duties and responsibilities of the presiding officer, (2) definition of the rule of Board members, (3) prohibition of ex parte communications, (4) identification of parties who can participate in such proceedings, (5) provisions to enable intervention in the proceedings, (6) detail of the order of proceedings, (7) enabling of a process to issue subpoenas, and (8) requirements for notice of hearings.
