Md. Code Regs. 26.13.07.02-2 - Specific Information Requirements for Containers
A. In addition to complying with the
requirements of Regulation .02 of this chapter, a person seeking a CHS facility
permit to manage hazardous waste in containers shall provide the Secretary with
the specific information required by §§B and C of this regulation.
B. For facilities that store containers of
hazardous waste, except as otherwise provided in COMAR
26.13.05.09 s, the permit
applicant shall provide the following information:
(1) A description of the containment system
to demonstrate compliance with COMAR
26.13.05.09 s H which includes at
least the following:
(a) Basic design
parameters, dimensions, and materials of construction;
(b) A description of how the design promotes
drainage or how containers are kept from contact with standing liquids in the
containment system;
(c) Capacity of
the containment system relative to the number and volume of containers to be
stored;
(d) A description of
provisions for preventing or managing run-on; and
(e) A description of how accumulated liquids
can be analyzed and removed to prevent overflow;
(2) Sketches, drawings, or data demonstrating
compliance with COMAR
26.13.05.09 s F, concerning
location of buffer zone and containers holding ignitable or reactive wastes,
and COMAR 26.13.05.09 s G(3), concerning
location of incompatible wastes, if applicable; and
(3) If incompatible wastes are stored or
otherwise managed in containers, a description of the procedures used to ensure
compliance with COMAR
26.13.05.02 s H(2) and (3) and
26.13.05.09 s G(1) and
(2).
C. For storage
areas that store containers holding wastes that do not contain free liquids the
permit applicant shall demonstrate compliance with COMAR
26.13.05.09 s H(4), including:
(1) Test procedures and results or other
documentation or information to show that the wastes do not contain free
liquids; and
(2) A description of
how the storage area is designed or operated to drain and remove liquids or how
containers are kept from contact with standing liquids.
