Mich. Admin. Code R. 299.4806 - Solid waste management planning grants; funding formula;funding of municipalities joined together by interlocal agreement; funding of work programs; amendments to plans
Rule 806.
(1)
One-half of the appropriated funds for county solid waste planning grants in
any 1 state fiscal year shall be equally divided among the counties as fixed
grants. One-half of the appropriated funds shall be proportionally divided
among the counties as population proportioned grants based upon the most
recently adopted department of management and budget population totals.
Therefore, the total grant funding available for solid waste management
planning in each county is determined by the following formula:

where: PC = Current county population
PT = Total current state population (equal to the total of the 83 county populations).
A = Total appropriated funds.
(2) Municipalities that are joined together
by interlocal agreement as provided by section 11547(1) of the act shall be
funded from the grant funds available to the counties in which they are located
in an amount proportional to their population as compared to the total current
county population.
(3) Each of the
counties affected by inclusion of a municipality in the plan of an adjacent
county as provided by section 11536(1) of the act shall have its population
adjusted to account for the gained or lost population for the purpose of
calculation of the grant.
(4) A
grant offer for preparation of a county solid waste management plan shall not
be more than 80% of the total cost of the plan which is not covered by federal
funds.
(5) A work program that is
submitted to fund the initiation and completion of an original solid waste
management plan required by the act shall receive funding before work programs
for updating previously approved plans.
(6) An amendment to an approved solid waste
management plan is not eligible for state grant funding.
(7) A work program that is partially funded
may be annually updated to reflect the amount of work accomplished, changes in
projected project costs for each work element, and the cost of completion of
the plan, but may not be changed to revise the scope of the project. An updated
work program is eligible for continued funding from each annual appropriation
until the full 80% state funding has been granted.
