Minn. R. 7877.0185 - APPLICABILITY OF RULES AND RULINGS
Rules pertaining to Class C licensees and rulings or orders against them shall apply equally to other persons if:
A. participation in an activity by the other
person would circumvent the intent of a rule, ruling, or order by permitting
the person to serve, in essence, as a substitute for the ineligible licensee;
or
B. the other person is legally
liable for the conduct that violated the rule or is the subject of the ruling;
or
C. the other person benefited
financially from the conduct that violated the rule.
The transfer of a horse in an effort to avoid application of a commission rule or ruling is prohibited.
