The Executive Director may be selected from among qualified Deputy or Division Directors, or the position may be filled through open recruitment. In recruiting for the position of Executive Director, the Board shall list recruit for individuals who are currently serving members or honorable discharged or honorably released veterans of any active or reserve component branch of the Armed Forces of the United Stales. If no suitably qualified individual is found, the Board, upon a vote taken during either Statutory or Special Called Board Meetings, will then open recruitment to any veteran regardless of period of service.
