440 Neb. Admin. Code, ch. 4, § 004
If a participant chooses not to renew her or his certification, such participant assumes the responsibility of notifying state and local agencies of the change in status. Mail received by the Secretary of State's Office more than 30 days after the expiration of a participant's certification will be returned to the sender.
