N.H. Admin. Code § Auc 206.01 - Petition for Explanation of Adopted Rules
(a) Any interested
person may, within 30 days of the final adoption of a rule, request a written
explanation of that rule.
(b) Each
petition shall be in legible written form and addressed to the board as
follows:

(c) Petitions for explanations of adopted
rules shall contain the name and address of the individual making the request
or, if the request is that of an organization, the name and address of such
organization and the name and address of the representative authorized by the
organization to make the request.
(d) The board shall, within 90 days of
receiving a request, provide a written response which:
(1) Concisely states the meaning of the rule
adopted;
(2) Concisely states the
principal reasons for and against the adoption of the rule in its final form;
and
(3) State, if the commission
did so, why the commission overruled any arguments and considerations presented
against the rule.
