N.H. Admin. Code § Psyc 207.03 - Limitations on Public Participation
(a) The person
presiding at a public comment hearing shall refuse to recognize, or revoke the
recognition of any person who:
(1) Speaks or
acts in an abusive or disruptive manner to those in attendance;
(2) Fails to keep comments relevant to the
subject matter of the hearing; or
(3) Needlessly restates information already
provided to the board in a manner which results in the waste of time, or a
likelihood that others who wish to speak will be denied an opportunity to
present information to the board.
(b) The person presiding at a public comment
hearing shall limit oral presentations on behalf of an organization or entity
to no more than 3 persons, provided that:
(1)
All those representing such organization or entity may enter their names and
addresses into the record as supporting the position of the organization or
entity; and
(2) All those
representing such organization or entity shall be entitled to file written or
electronic comments of any length with the board within 9 days of the close of
the hearing.
