N.J. Admin. Code § 7:14A-13.19 - Antibacksliding
(a) Except as provided for under Section 402(o) of the Federal Act ( 33 U.S.C. §
1342 (o)), when a permit is modified, renewed or reissued, all effluent limitations or standards shall be at least as stringent as the final and effective effluent limitations or standards in the previous permit.
