N.J. Admin. Code § 9A:4-1.1 - Authority
In accordance with New Jersey statute (18A:64A-23 ), the Office of the Secretary of Higher Education establishes criteria pursuant to which the chief fiscal officer of a county shall issue a certificate of residence to a person desiring to enroll in a community college as a nonresident student.
