N.M. Code R. § 9.2.1.15 - EMERGENCY POLICIES OR PROCEDURES
In the event that federal, state or other requirements necessitate the immediate issuance of policies or procedures, the state agency shall issue the draft policy or procedure as "Interim Policy and/or Procedure" as a "State Policy Memorandum". Such policy or procedure shall be effective immediately, but shall be subject to the review and comment procedures identified above. Comments received through public hearing or in writing shall be considered in the issuance of the final policy and/or procedure.
