N.Y. Comp. Codes R. & Regs. Tit. 10 § 42.10 - Laboratory services eligible for reimbursement

State aid will be granted to a municipality performing or contracting for laboratory tests related to the municipal health department's performance of eligible services described in this Part for, the cost of laboratory services required for:

(a) the detection and control of disease as prescribed by the Public Health Law, the State Sanitary Code or the State Commissioner of Health;

(b) the maintenance of a safe and healthful environment; and

(c) the conduct of health research approved by the State Commissioner of Health.
