N.Y. Comp. Codes R. & Regs. Tit. 10 § 441.136 - Full-time equivalent employees (fte)
An objective measurement of the personnel employment of an institution in terms of full-time labor capability. To calculate the number of full-time equivalent employees, sum all hours for which employees were paid (whether worked or not) during the year and divide by 2080.
